Breakfast or No Breakfast

So I thought the rule was if there was no concierge floor you got breakfast free regardless of the property. I was at the Courtyard in Paso Robles, nice place, good staff – but when I ask I was told that rule did not apply to Courtyard, yet the CY in DC, Fountain Valley, PHx, and Camarillo have different takes on this. What is the rule – oh I’m PE as well.
